[ABFM] Empirical results on one-line budgeting?

Aimee Franklin and I published an article in State & Local Govt Review on revolving funds in Oklahoma. These funds have some characteristics similar to one-line budgets--i.e., lots of discretion over spending. It is in volume 35, No. 2 (2003). It might help a little.

Dear colleagues
In a new research project in Switzerland, we are trying to evaluate whether
and in what sense the introduction of one-line budgeting (lump-sum grants)
within the public administration lead to a change in financial management
of line managers. As there are many administrations which introduced
one-line budgeting about ten years ago, we should have observable results
by now. We have done a fairly large literature review and found a lot of
theory, but we were not successful in finding empirical results of studies
on this question.
This is why I am approaching you hoping that some of the ABFM members could
give us some references to studies on the impact of one-line budgets on the
management behaviour of public managers.
Any ideas out there?
