The GASB is conducting research on the issue of intergovernmental
financial dependency and related risks. A number of state and local
government programs are funded in whole or in part by federal financial
assistance. Concern is rising about the ability of state and local
governments to continue to provide these services should federal fiscal
pressures reduce current funding levels.
The GASB would like to seek input from ABFM members on the importance of
this issue to understanding a government's financial health, possible
approaches to studying the issue, the types of information necessary for
assessing these risks, and the need for and desirability of setting
financial reporting or disclosure standards to provide that information.
To that end, we will be holding an open forum during the ABFM
conference, on Friday, October 20 during the 3:15 to 4:45 concurrent
panels session. ABFM members are invited to attend all or part of the
forum and share their ideas.
Of course, if you cannot make the session or are not attending the
conference, we would still welcome your input. Please feel free to
contact directly the GASB project manager in charge of the research,
Roberta Reese, at rereese at gasb.org or 203-956-5324. Thank you in advance
for your help.
