Dear National ASPA Officers and Council Members-- 

In looking through nominations for the National Public Services Awards, I noted we have none from ASPA chapters or sections.  Last year, three of the winners were either from an ASPA chapter or had a letter of endorsement from one.  Apparently the address I used to send you the information in August was incorrect. 

While chapters, sections, and officers are familiar with the award from past experience, I think the two reminders I send each year stimulate your thinking. 

To be sure ASPA chapters, sections, and officers have a chance to nominate, we will extend the deadline to October 31.  Other than the deadline, all of the information I previously thought I sent (see below) is correct.

Please consider nominating someone for either a National Public Services Award or Keeper of the Flame Award.  The latter is for those who have retired but keep on contributing.  We have tried to simplify the process -- especially by requiring that applications be short (no more than 6 pages).

Dear ASPA Officers and National Council Members, 

On behalf of Thomas McFee (Chair of the Selection Committee), this email provides information on the 2006 National Public Service Awards.

ASPA and NAPA proudly established the National Public Service Awards (NPSAs) to honor individuals who make outstanding contributions and whose accomplishments can be viewed as models of public service within and outside the work environment.  One-hundred-four awards have been presented since 1983. The NPSAs are not only the preeminent award for public sector practitioners, they are the only awards that honor practitioners across all sectors of government.

A distinguished committee will review nominations and select up to five award recipients who have spent a significant portion of their careers as public service practitioners at the federal, state, local or international levels of government or in nonprofit organizations that provide direct public service.  NPSA winners will be those who have, on a sustained basis, done some or all of the following:

*	Made a profound difference to improve service to the public 

*	Been willing to take risks to achieve change 

*	Fostered a more democratic society 

*	Served as a champion of social equity 

*	Changed the way a governmental organization operates so that it better achieves its goals 

*	Achieved substantial savings in government operations 

*	Developed a cadre of other government leaders 

*	Contributed to the communities in which they live. 


You may have noticed that Tom McFee, a former NCAC president and active ASPA member and NAPA Fellow, is the new Selection Committee chair.  Roz Kleeman, who has provided many years of dedicated service, will remain on the Selection Committee to assist in the transition.  

As you may know, several years ago the Executive Committee established the Rosslyn S. Kleeman Keeper of the Flame Award.  This award goes to individuals who continue to provide public service after their official retirement from the profession. The physical memento is a candlestick, and up to two of these awards are presented each year.  Nominations follow the same guidelines and schedule, and the Keeper of the Flame winner would be most likely to be someone who has been "retired" for a number of years.

Attached is the 2006 brochure in a PDF format.  We would be pleased to send you hard copies of these. Please let me know if you would like to receive hard copies.

Please note that a nomination can only be six pages.  Up to five letters of recommendation can accompany the nomination. ASPA's web site also has information, and there are links to ASPA sites from the NAPA site.  

Finally, in the six years with which I've worked with the NPSAs, chapter-nominated individuals have won seven times.  I am encouraging section chairs and council members to aim for the same batting average.  If you have suggestions for others within ASPA (or in other organizations) who might like to receive information, just let me know.  We want to be sure to keep our award in the public eye.
