[ASPA] administration of public data and information systems

Dear ASPA-Int'l subscribers,
I've come across a fair amount of literature and conference papers on the impact of ICTs on publication administration, but I've seen very little research on how governments are managing/administering public data and information systems, particularly with respect to the budgeting of these systems (on the technical/architecture and security side, there's plenty).... or maybe I'm not looking in the right places.  I've checked both public administration journals and information systems journals, but this seems to be a topic that has slipped through the cracks of these two disciplines.  Does anyone have suggestions on literature or summaries of current practice?
