[ASPA] Looking for a reliable measure for "Public opinion towards Reforms"

Looking for a reliable measure of Public opinion towards reforms in the public sector.
Dear all
I'm a PhD. Candidate at the Division of Public Administration and Policy, University of Haifa.  
My research focuses on public opinion towards reforms in public organization  with a focus on called reforms in the Electricity sector. The research is supervised by Prof. Eran Vigoda-Gadot. 
In addition to our efforts to find solid measures to the main variable ("public opinion towards public organization reform"), we found few measures that are used in this field. For example:
Christensen, T. & Laegreid, P.(2003)."Trust in Government – the Significance of Attitudes Towards Democracy, the Public Sector and Public Sector Reform". Working Paper 7. Stein Rokkan Center for Social Studies. Bergen University Research Foundation.PP.1-30. 
Debardeleben, J.(1999)."Attitudes Towards Privatisation in Russia". Europe-Asia Studies.Vol.51(3).PP.447–465.
Hayo, B.(1997)."Eastern European Public Opinion on Economic Issues: Privatization and Transformation". American Journal of Economic and Sociology. Vol.56(1).PP.85-102.
Kaufman, R.R. & Zuckermann, L.(1998)."Attitudes Toward Economic Reform in Mexico: The Role of Political Mediations". American Political Science Review. Vol.92(2).PP.359-375.  

All these are somewhat helpful but we would like to ask for your help in allocating other possible measures for attitudes towards reforms that are valid and reliable and also provide a list of specific items. We will be very happy to get any additional proposals for a solid measure for this variable.
